Apart from economic and transportation factors, one reason why Tokyo could serve as the best cities to live in is the attitude of the people. Tokyo residents have their own entity. They do a job with cooperation and help each other. Positive practises adopted by them could be followed by all countries in maintaining a harmonious. In modern life in the city, the people of Tokyo is less need for cleaning duties surrounding municipal. Normally, they will be swept, collected garbage in their own homes. In the game parks, the neighboring communities will jointly conduct a voluntary self-help on the weekend. In fact, they also planting trees flower, and cleaning their homes. They also want the cities to be beautiful by flowering or gardening. In addition, at Tokyo it is difficult for us to see rubbish lying because each individual have their own responsibility to ensure the cleanliness of the area itself. At the picnic areas and recreation facilities can be seen following signs, which means keep the rubbish and refuse to take home. This attitude indirectly encouraging more people to stay in Tokyo for a better environment with all community have their positive attitude.
CRIME RATE IN TOKYO
The crime rate in Tokyo is low and not obvious for 6 years ( 2002-2008). So it is safe to live in Tokyo because there is not too much crime in that cities. However this is not mean that Tokyo is crime free. Tokyo as a metropolitan city, pickpockets always been major crime. So we need to be very careful with cash and goods.

Transportation system is an important aspect to determining an area to be compertable or not as a place to live. If that area have a good transportatiton system, this will able to attract more people to stay there.
The transport network in Greater Tokyo includes public and private rail and highway network; airport for international anad domestic, and general aviation; buses; motorcycle deliverry services, walking, bicycling and commercial shipping. Every part of Greater Tokyo area has rail or road transport services.

Tokyo is also one of Japan's prefectures, but is called metropolis rather than prefectures. Tokyo consist of 23 city ward, 26 cities, 5 town, and 8 village including the Izu and Ogasawara Islands, several small pasific island in the south of Japan's main island Honshu. The 23 city ward are the centre of Tokyo and make up about one third of metropolis area while housing roughly eight ofTokyo's approxiamately twelve milion people.
Prior to 1868, Tokyo was known as Edo. A small castle town in the 16th century. Edo become Japan's political center in 1603 when Tokugawa Ieyashu established his feudal goverment there. A few decades later. Edo had grown into one of the world most populos cities. With Meiji Restoration of 1868, the emperor and capital moved from Kyoto to Edo, which rename Tokyo ( eastern capital).

We will face a headache when we live in a city. Guess what? The traffic congestion! We waste our time being stuck in a dragon-long overcrowded car. Residents of the city often suffer from this "disease" and it is stressful and make us to become emotional. To choose a best city to llive in, we must choose a city which is free from traffic problems and perfect transportation system. Public transportation is the best way to curb the traffic congestion. If the public transportation has a high performance, it means the public will choose public transportation as their priority. Vienna do have a good public transportation which is systematic and blemish-free!!
Vienna has a well-developed public transport network. Buses, trains, trams and underground lines will take you almost anywhere in the city in no time at all. Vienna public transport Wiener Linien operates five underground lines, 30 tram and 83 bus lines, of which 23 are night lines. Night lines only operate between 12.30 am and 5.00 am. The Wiener Linien vehicle fleet currently consists of over 500 tramcars and almost 500 buses. So, it helps you to not waste your time on waiting the public transports. You can get them in anytime and anyway! It is so convenient and it saves your time!
In order to use the public transport, you will need a ticket. Validated tickets can be used for all public transport in the core zone. Tickets are available at ticket machines at most underground stations or at points of advance sale. Tobacconists also sell tickets. You may also purchase a ticket on board the bus or tram at an increased rate of EUR 2.20 per ticket. It's quite cheap as you can travel anyway using all the public transports with only one ticket. It seems I can farewell to the traffic and transportation problems when I move into Vienna!
